With further reference to your letter to Brigadier Gabbett No. 54339 of the 19th August I enclose a copy of a letter from the European Regional Office of UNRRA demanding that the Administration and its personnel in Hong Kong shall be treated in the matter of privileges and especially exemption from taxation in a manner as favourable as is accorded under United Kingdom legislation to their colleagues in this country.

It has already been indicated to the Governor of Hong Kong in reply to his telegram of 7th August that the question of granting similar privileges to UNRRA officials in the Colony would depend upon the passage of similar enabling legislation there, and in view of the opinion of our Legal Adviser that we are legally bound to grant the agreed immunities in Hong Kong as elsewhere in British territory, we feel that we must ask you to recommend to the Governor that the necessary enabling legislation be enacted as soon as possible. The legislation could like our own Act be in general form so that it would be applicable to other International organisations.

this can be arranged?
